Housing & Care 21’s focus goes back to the future with HCA top rating

Housing & Care 21 has welcomed the Homes and Communities Agency’s announcement that our grading for both Viability and Governance have been restored to the top level. 

The announcement comes as Housing & Care 21 completes a significant refocus on our core services of Retirement Housing, Extra Care and Home Care in order to provide greater clarity of purpose. 

The previous regulatory judgement issued in August 2013  highlighted several concerns in light of problems encountered with a major PFI contract in Oldham that had put social housing assets at risk and raised questions about financial exposures. The problems identified were weaknesses in risk management, ineffective internal controls, poor project management and a lack of adequate executive leadership.

The new regulatory judgement recognises that, as well as getting the Oldham PFI contract back on track, we have strengthened our executive leadership control and that our arrangements for board governance are now effective. A revised approach to risk has been embedded that focuses on prevention, detection and management of risks with greater emphasis on assurance and risk awareness.

The HCA has also recognised that we have delivered our agreed programme of 1,131 Affordable Home completions in 2014/15, have disposed of non-core subsidiaries, improved the quality and performance of its care services and strengthened our overall financial position.

Chief Executive Bruce Moore said: “It is true to say that Housing & Care 21 has been through some difficult times.

“Thanks to the hard work and dedication of our staff, we have been able to tackle the problems and now we can concentrate on the future. The HCA ratings are a real sign of the progress we have made.

“We have restructured the organisation to provide greater focus on each of our three key business areas - Retirement Housing, Extra Care housing and Home Care services.

“Each of these areas has its own particular challenges and opportunities and we are now set up to provide the focus and capacity needed to succeed and thrive.”

The restructure moved the organisation away from a regional structure, in which managers had responsibilities across the three different areas, to a system of dedicated managers for each. Directors have also been appointed to lead in each area.

We also moved to a central head office in Birmingham, moving support functions away from smaller regional centres.
