Stephen joins the Board of Housing & Care 21 with extensive local government experience. He has a BA Hons degree in Economics from Cambridge, is a qualified CIPFA Accountant and qualified Member of Institute of Customer Service.
Stephen was previously the Chief Executive of Birmingham City Council and was involved in a number of significant property developments. These included New Street Station, the shopping centre above the station and the Library of Birmingham.
Stephen has held senior finance positions at Islington, Brent and Birmingham local governments. He has led a business transformation programme achieving a net £1bilion saving over 10 years.
